Who We Are

Castro Consulting Group, LLC is a Massachusetts-certified Minority- and Woman-Owned Small Business specializing in behavioral health, mental health, and substance use systems. Our work reflects more than three decades of experience across clinical practice, county and state leadership, multi-state technical assistance, community-based partnerships, and evaluation of complex initiatives.

We approach our work with a commitment to equity, cultural responsiveness, and collaboration. Each engagement is grounded in listening, relational trust, and a deep respect for the lived experience and cultural knowledge held within the communities we serve.

Expertise

Carolyn Castro, Ph.D., owner and CEO of Castro Consulting Group LLC (formerly Castro-Donlan Consulting LLC), brings over three decades of public and private experience in health and human services across diverse settings and disciplines, including federal, state, and local government and community-based nonprofit organizations. This includes experience in strategic planning, program development and implementation, evaluation, cross-system collaboration, and strategic community mobilization.
